National and State Rural Transit Assistance Program (RTAP)

Since 2008, TransAction Associates staff, through its work with the Neponset Valley TMA, has managed the National Rural Transit Assistance Program. Learn more by watching this video.

National RTAP

National RTAP is a program of the Federal Transit Administration. The mission of this national program is to improve the mobility of rural, small urban and tribal communities with populations under 50,000. This is accomplished by providing technical assistance to improve the skills and knowledge of stakeholders involved with transit in rural areas. National RTAP provides an online resource center, hotline, training modules, and a peer-to-peer network.

Each state also has an RTAP program. In 2013 TransAction Associates took over the management of the Connecticut RTAP. The goals were to bring together the rural transit areas to develop a working group, to offer valuable training programs that would meet their needs, and to assist with coordinating an annual Bus Roadeo competition.


In addition, our staff is involved with research on best practices in the field, production of technical briefs, surveying of customers, generation of reports relative to improving mobility in rural areas, and legislative alerts. State Urban: Emergency Shelter Transportation

Since 2002, TransAction’s staff has provided transportation services for homeless families through a contract with the Massachusetts Department of Housing & Community Development (DHCD).


Using a combination of TransAction vans and drivers, plus private bus carriers and taxi companies, TransAction Associates staff manages the transportation of the families to shelters and scattered housing sites.
